There is a good chance that the mouse button is dirty. You can easily disassemble the mouse and clean out the dirt with some canned air. If you simply want to check the settings, go to start>control panel>Mouse and you can adjust the sensitivity there.

Good Luck

While i love the idea from a gamers' aspect you're going to have to buy a new mouse, I reccomend the Logitech mx518 but if you are looking for something that'll be cheap and just get you by then I also recommend Logictech because they make quality hardware cheap.

The only thing you can do in regards to clicking/double-clicking with software is to change the speed that you have to initiate a double-click with, as far as I know (I checked both general mouse settings and Tweak UI).

My recommendation if you don't want to buy a new mouse, is to take apart your current mouse and clean it. Obviously you will want to disconnect it from your PC first and let it dry out if you use anything liquid to clean with.
